빌 클린턴(Clinton) 전(前) 미국 대통령이 북한에 억류 중인 미국 기자 사태 해결을 위해 4일 방북할 예정이라고 외교 소식통이 전했다. 클린턴 전 대통령은 이미 미국을 출발, 현재 전세기를 타고 북한으로 이동 중인 것으로 알려졌다.


 

정확한 북한 도착 시각은 확인되지 않고 있지만, 도착하는대로 미국북한이 방북 사실을 공식 발표할 것으로 알려졌다. 외교 소식통은 이번 클린턴 전 대통령의 일행에는 미 정부 당국자들은 포함되지 않은 것으로 안다고 했다.

記者解放交渉で北朝鮮へ?

 【ソウル=前田泰広】ワシントン発の聯合ニュースは4日、米国のクリントン元大統領が、北朝鮮に拘束中の米国人女性記者2人の解放交渉のため、北朝鮮に向かったと報じた。

 


 同電によると、米朝関係に詳しい高位消息筋は、「クリントン元大統領は平壌に向かっているが、まだ到着していない。到着後、解放交渉に入るだろう」と述べた。ソウルの韓国政府消息筋は「現在、関連事実について韓国側は確認できない」と明らかにした。

SEOUL, South Korea -- A South Korean news agency says former President Bill Clinton is heading to North Korea to negotiate the release of two detained American journalists.

 

Yonhap news agency says Clinton is on his way to Pyongyang, citing an unidentified

high-level source. Yonhap said Tuesday that when Clinton arrives he will enter

 

 negotiations to win the release of the reporters. It is not clear when he will arrive.

 

The reporters, Laura Ling and Euna Lee, were sentenced in June to 12 years of hard labor for entering the country illegally and engaging in "hostile acts."

SEOUL, Aug 4 (Reuters) - Former U.S. President Bill Clinton is on his way to North Korea to try to negotiate the release of two American journalists convicted by the communist state of "grave crimes", South Korea's Yonhap news agency said on Tuesday.

 

Clinton had already left for the North but had not yet arrived in Pyongyang, Yonhap said in a report from Washington quoting a source familiar with the issue.

 

"As soon as he arrives, he will be entering negotiations with the North for the release of the female journalists," the source was quoted as saying.

 

South Korean Foreign Ministry officials declined to comment, saying any announcement would come from Washington or Pyongyang.

 

The journalists were sentenced last month to 12 years' hard labour by the North after they were arrested at the border with China in March, accused of illegal entry and being "bent on slander".

 

The journalists, Euna Lee and Laura Ling, of U.S. media outlet Current TV co-founded by former U.S. Vice President Al Gore, were arrested when working on a story near the border between North Korea and China.

 

Ling has told her sister by telephone that she and Lee broke North Korea's law. U.S. Secretary of State Hillary Clinton, the former first lady, has urged Pyongyang to grant them amnesty.

米国へのミサイル、迎撃も可能に…



安保懇報告書


 麻生首相が主宰する「安全保障と防衛力に関する懇談会」(座長=勝俣恒久・東京電力会長)は4日午前、集団的自衛権の政府解釈見直しや、武器輸出三原則の緩和などを求める報告書をまとめ、首相に提出した。

 


 政府は年末に予定する「防衛計画の大綱」(防衛大綱)の改訂に報告書の内容を反映させる方向で作業に着手するが、衆院選後に政権交代が起きた場合は、報告書がどの程度反映されるかは不透明となりそうだ。

 

 報告書では、米国の影響力がテロとの戦いやイラク戦争に伴う軍事的負担増や一国主義的行動への批判を受けて変化し、最近の経済危機もあって、世界の安全保障への関与が縮小する可能性があると分析。それを踏まえ、今後は〈1〉日本自身の努力〈2〉同盟国との協力〈3〉地域協力〈4〉国際社会との協力――による「多層協力的安全保障戦略」が必要になると指摘した。

 

 また、安倍政権当時に発足した政府の「安全保障の法的基盤の再構築に関する懇談会(安保法制懇)」が08年6月の報告書で、米国に向かうミサイルの迎撃や米艦防護を可能とする集団的自衛権の行使容認を求めたことを強く支持。北朝鮮の弾道ミサイルは「日米共通の脅威」とし、従来の集団的自衛権に関する解釈を見直し、米国に向かうミサイルの迎撃を可能にすべきだとした。米艦防護でも、集団的自衛権の解釈見直しも含めた「適切な法制度の整備」を求めた。

 

 諸外国への武器、関連技術の輸出を禁じた武器輸出三原則に関しては「国際的な技術発展から取り残されるリスクが高まっている」を指摘。厳格な管理を条件に、日米をはじめとする国際的な共同開発・生産への参加や、民間企業による他国の装備品開発・生産計画への参加などを例外として認めるよう提言した。

 

 自衛隊の国際平和協力活動では、現行の参加基準の見直しや、海外派遣に関する一般法(恒久法)の制定を提言。国連の集団的措置の一環である国際平和協力や他国部隊の後方支援は違憲ではないとした安保法制懇の結論を「強く支持する」とした。
