Dear Mr. President Bush:

We wish to mention at the outset that your election as the President of the United States has indeed been a great blessing for the people of the Republic of Korea (South Korea) who believe in the value of democracy and freedom.  The silent majority of the free Korean citizens have accepted your election as a divine revelation that God is with us.  It is nothing but our joy and delight that you have a thorough and clear understanding of the fundamental nature of the North Korean regime and that you share with us the cautionary perception toward North Korea.    

The majority of the South Korean people who anxiously crave for peace are wishing that your philosophy and wisdom are adequately reflected in the new policies of your government.  In spite of such majority wishes, we are aware that recently about 120 South Koreans sent to you a letter containing an undue appeal for goodwill and support for North Korea and seeking to exert an improper influence upon you. 

We wish to remind you that the signatories of that letter are either those who are well known here as pro-North Korean or those who, considering their positions or experiences, are not in a position to understand well the real situation of the clan system of Kim Jong-il and their strategies and tactics.  As it is our ardent desire that you be not influenced by such inappropriate letter and as we believe it our minimal duty to let you know what is the general sentiment of the silent majority of the South Korean people in this matter, we are submitting this letter to you, Mr. President.

Most of the free Korean citizens are concerned that President Kim Dae-jung might excessively believe in what was promised by Kim Jong-il at the last summit meeting in Pyongyang notwithstanding that throughout the past 50 years of the clan system run by Kim Il-sung and his son Kim Jong-il it has been abundantly demonstrated that North Korea is still an unreliable rogue state.  As an illustration of the unreliability of North Korea, we may point out that while South Korea has recently completed, in accordance with the agreement between the South and the North, the removal of land mines and other obstacles from the southern area of the demilitarized zone in the vicinity of Panmunjum, North Korean has so far taken no corresponding action at all for the northern area.  In this regard we particularly recall you have emphasized the principles of mutuality, transparency, predictability and consistency in dealing with North Korea, and we fully support your emphasis. 

We have come to believe that the “Sunshine Policy” of South Korea could have satisfactory results only if each stage of its implementation is checked and verified.  We also wish to submit to you that the majority of the South Korean people now realize that the slow progress of improvement in the South-North relationship is due not to the frigid policy of the Unites States government but to the double character of the North Korean regime which is unable to be consistent between their inward motivation and their outward action.

Finally we wish to extent our very best wishes for your presidency and for the United States.
